Base Housing for Veterans

Military members stationed within the continental United States (CONUS) are authorized to live in base housing based on certain factors like pay grade and availability. In some locations and situations, Veterans, civilians and members of the general public are also able to lease homes inside of military housing areas. This happens if a local base housing management company cannot find enough eligible service members or families to live in base housing. To ensure these homes are occupied, the management company may open them up to “Other Eligible Tenants” such as Veterans.

The following groups can apply for base housing (by priority and vacancy):

  • Active Duty military and families
  • Guard and Reserve military and families
  • Federal civil service employees
  • Retired military and federal civil service
  • DoD contractors
  • Other Eligible Tenants (this includes Veterans)
The rent is usually based on the local Basic Allowance for Housing (BAH) rate for that area.

VA Housing Adaptation Programs

The Department of Veterans’ Affairs provides three types of grants for Veterans to enable them to make home modifications to accommodate for disabilities connected to their military service or for disabilities resulting from aging.  These are the Specially Adapted Housing (SAH) Grant, Special Housing Adaptation (SHA) Grant, and the Home Improvements and Structural Alterations (HISA) Grant.  

Of these three grants, the HISA Grant is the most appropriate for the elderly because the grant is not limited to those individuals with service-connected disabilities.

Home Improvements and Structural Alterations (HISA) Grant

This grant provides medically necessary improvements and structural alterations to Veterans/Servicemembers’ primary residence for the following purposes:

  • Allowing entrance to or exit from their homes
  • Use of essential lavatory and sanitary facilities (e.g. roll in showers)
  • Allowing accessibility to kitchen or bathroom sinks or counters (e.g. lowering counters/sinks)
  • Improving entrance paths or driveways in immediate area of the home to facilitate access to the home through construction of permanent ramping
  • Improving plumbing or electrical systems made necessary due to installation of home medical equipment

HISA will NOT pay for:

  • Walkways to exterior buildings
  • Spa, hot tub, or Jacuzzi
  • Exterior decking
  • New construction

To apply, Veteran MUST complete VA Form VHA-10-0103 and have a prescription from a VA physician.

VA Nursing Homes and VA Contracted Long Term (extended) Care Facilities, 

You can get nursing home care in 1 of the 3 different nursing home settings listed below. In each, you’d live there full time and have access to nursing and medical care, as well as help with daily tasks 24 hours a day. 

  • Community Living Centers VA nursing centers (within the VA) that are designed to feel like home.
  • Community Nursing The VA contracts with Non-VA nursing homes/long term care facilities in many parts of the country so you can get care near your home and family.
  • State Veterans Homes State-owned and -managed centers that provide full-time care for Veterans and, sometimes, non-Veteran spouses and Gold Star parents.

You may be able to get VA benefits to help pay for a nursing home/long term care facility. It depends on your income, the level of your service-connected disability (a disability that resulted from your military service), or if the Veteran is currently on hospice care.

Veterans Experiencing Homelessness

Veterans who are homeless or at imminent risk of homelessness are strongly encouraged to contact the National Call Center for Homeless Veterans at (877) 4AID-VET (877-424-3838) for assistance. If Veterans do not have access to a phone or the internet, only then are they to visit their closest VA medical center without calling in advance.

Community Resource and Referral Centers (CRRC)

CRRCs provide Veterans who are homeless and at risk of homelessness with one-stop access to community-based, multiagency services to promote permanent housing, health and mental health care, career development and access to VA and non-VA benefits.
